First of all we have to know why choose tier back linking?
    1.own control
    2.quality site
    3.contextual back linking
4.avoid search engine penalties such as(penguin, panda)

Then why have to be tier back linking,

Tier-1 is to direct link to your money website by (PBN, EXPIRED DOMAINS.)
Tier-2 is to make loop of your tier 1 sites that is again and again it get advertising your sites other than tier 1 advertise areas(i.e. back link the tier 1 sites).
Tier-3 is to make loop of the tier 2 sites for advertise.

What is the point of building a tier 2 link? Wouldn't the link technically be more powerful if you used them all as tier 1?

The Tier 2 links are lesser in quality but greater in quantity. Its purpose is to pass link juice to the first tier to give it more power.

So basically tier 2 links are kind of 'dirty' and you only want clean links to your money site? so you can manipulate this by using dirty links to power up clean links? kind of how i look at it

(dirty links meaning anything not of great value but still useful just not good enough)

    Essentially, yes.

Tier 1 should be as clean as possible. Even better if it's niche-related, but every niche has a different method for ranking. Some niches don't necessarily need related links to rank on page 1; websites selling Social Media followers ranking highly for example have very unrelated link profiles.

Tier 1 should be from high-authority domains too as they can handle more spammy types of links being sent to them - Web 2.0's and Profiles for example.

Because the first tier is made up of high-authority links, they can handle many links being thrown at them and it's believed that the spam gets filtered through the first tier and the money site then receives the link juice being passed through. Example below:

    Money Site

    Tier 1 - Web 2.0's

    Tier 2 - Social Bookmarks - DoF0llow Links

    Tier 3 - GSA Blast

Tier 1 is the main website/landing page/ sales page .

Tier 2 is the sub of tier 1

Tier 3 is the sub of tier 2

Tier 1 should be manual work so it of best quilty.

Tier 2 should be semi quilty work with spun content.

Teir 3 should be all the best spam crap in your niche as possable.

just think about it a little, let's say you are an entrepreneur you manufactured shoes and you used a strategy x y to conquer the market, one day you said " i wanna manufacture soda " and you think that you have a chance in the market against the big brands (pepsi Coca-Cola etc). Do you think that the same strategy gonna work for you in different market against different competitors? 90% NO.
to know what the Tier system means is great but you need to analyse your niche - market - competitors etc specially in the highly saturated markets, and if you think web2.0 as Tier 1 could rank you high, WRONG.
Internet Marketing is not an exact science, a 1+1=2 no, there's no standard blueprint that you have to follow or you fail.

In a black hat context, you want the Tier 1s to be as relevant and respectable as you can find. The ones of lesser quality (probably in greater quantity) should link to your Tier 1s and not your site. The doubtful value links should link to your Tier 2s. You don't need to do the linking to your Tier 2 - you may choose links from pages that already have backlinks.

About Tier 1, Tier 2, Tier 3 keywords:

Tier 1 or "head" terms are search terms with both extremely high search volume and very high competition Tier 2 or "body" terms have lower search volume and competition, and tier 3 or "long tail" terms are those which are so specific they are searched much less frequently, but also there are considerably fewer sites competing for their traffic.

    Example:
tier 1 head term - "SEO"
tier 2 body term - "ecommerce SEO specialist"
tier 3 long tail term - "SEO specialist for WordPress in Seattle"

Tier 1 backlinks pointing to your main page. Tier 2 backlinks would be pointed at the tier-1 URL
