i am using russian/chinesse version of this website managing tool, but it 's Too hard dueto lack of language abilities.

this program manages Bulk websites in multiple templates in one control panel, Changes content (rotates content) constantly.

i wish i could find a english version of this progam. even similar one !

Are these sites using any particular CMS? There are quite a lot services offering mass management of WordPress sites, eg:

There are English options that can do similar things.
1. WordPress Multisite: Manage multiple sites, rotate content with plugins (great for that.).
2. WP Engine: Managed WordPress hosting, easier if you're new to this.
3. Cloudways: Another managed option with good WordPress support.

Yeah as @BlackShield said you can try using some similar tools I would suggest tools like Word Press, Drupal, Joomla, or Wix and unless we know what tool you are using it is difficult for us to share our suggestion.
