It is an account that was created a long time ago, has spent a lot, and has a good spending history. Now, accounts like these are quite hard to purchase.

I don't think that the old account can avoid 100% of disabling it, it can only minimize the risk, but with BH products, the content and images will be disabled if there is any negligence. As for the problem of one side living and the other side being disabled, it can be said that it also depends on luck.
 
I’m using a tool that’s most likely a spam action and so far no issues, I use it on a desktop. I’ve tried 2024 and they get locked quick, however this certain 2004 that I currently have seems to bypass all fb rules even without proxies. It’s never locked out on me just warnings and after that I go right back to the same tool and no issues even after so many warnings, health is also green still even after all that

Business manager accounts with a spending history are more trustworthy and have a higher chance of passing Facebook’s review
 
I think achieving this goal requires a clean account, a good IP address and proxy that haven't been used for fraudulent ad activity, and timely payments.

with new account no, but this 2004 that i have its very old and i have been using it for bots automation, and i can do maybe like 10k+ actions every few mins and still be good

If it has good spending history and a good IP it is a strong account by definition, because it will last longer.
