The signature space is a feature for the Jr.VIP members. Basically, once you're a Jr.VIP, you can rent it to other members for x amount of dollars per month/6 months or even one year, or insert affiliate banners or lines (3 lines/signature space). The affiliate program should follow the forum rules.
If you want to upgrade your account, you need 60 days old account and 100 messages. More info here.
