What is the easiest way to add a whole lot of categories in Wordpress?

I am starting an escort directory and I need to make a category for each state/city (just like Craigslist).

Which method or plugin would you guys recommend for the job?

Use something like ezempirebuilder and import a database of escorts. Piece of cake.
