    Show Facebook Moderators/Bots and
    Google Moderators/Bots
    and Bing Moderators/Bots

One content, after they aprove your ads, change link to black content or another niche

as far a I understand it,it's showing one version of website(the one without any content that breaks googles rules) to google for indexing, and having a different version of the same website that is shown to the user which usually breaks google rules and makes you money.

Once your campaign is caught your account is banned, the best idea generally to avoid any future trouble re-setting it up is:

Get a new VPS IP (Buy a dedicated IP, new Droplet from Digital Ocean etc.)
Buy a new domain (Sometimes you can just buy the .net version of the same domain and you're fine, also helps build trust since they see the same url name just different .com)
Buy a new account at the appointed ad network or try from scratch, making sure you delete all cookies (Some programs are good for that for ensured results) and use a new proxy IP. Even though it's usually better to use a VPS, but some people have no problems just using private proxies.

Depending on your cloaker, you have to re-do the campaign for the new safe page URL.

    That's generally it.

Can you give an example of how it makes money in the real world?
Isn't there Little or No Value in Redirecting traffic to a page that is Not Relevant?

Cloaking is a technique in which there are two pages. One for reviewers and bots and other for visitors.
Reviewers and bots are sent to a page which we call the "safe page". It is compliant with ad network policies.
Visitors are sent to another page which we call the "money page". It is an aggressive landing page and often not compliant with ad network policies.
