What is the best way to target multiple areas for a local business (On-page)?

    I working on a local SEO project. Not just targeting the local listings pack on Google results but generally targeting any terms in the format "service in town".

    Targeting the area in which the client operates is easy but I am wondering the best way to optimize the site for surrounding areas?

    Should I create individual landing pages that are optimized for each area, For example a page for "service in New York", a page for "Service in Texas" etc?

    That probably would be the best idea yes, no idea how you'll link from all of them from the homepage without looking spammy though

    Exactly what I was worried about. Spoke to a company today (An SEO agency) and what they do is create the pages and then link them from a html sitemap (Which is linked from footer of all pages). I guess that is going to reduce the relevance of those pages as they are further from the homepage, BUT it avoids looking spammy.

    What do you think about that? Not looking spammy is of primary importance to me here.

    Yep that should be fine. Most local searches are easy enough to rank with content/onpage + a few links. Unless you're targetting a big city

    I always create a "service areas" page and link it from the home page somewhere not super visible. And for the cities that have more competition, link to those landing pages from the home page and they will rank better.

    You need to create individual page for each area/town and most importantly - create unique text on each page. Don't copy/paste the same content on each page ( with just area name replaced) or you can get a boilerplate penalty. I have seen many people making this mistake and sooner or later they regret.
