Use the same way as you do for global SEO and use keywords which will target on your location. I do not think you should invite something really new for local SEO.
But i need so many links... i can't buy 5k good blog posts (guest posts) - i can but don't have so much money 
(so i can't really)
also, what content can i make for the same service but in different cities? I saw site in top10 with duplicated content but they change city names... is it good for long time?

It might be good to get started. But in the future that is better to have unique content. I know that will take a lot of time and that is complicated. But that worth it and will be appreciated over the long run.

Do on page seo on your website and buy guest post and publish artical on high dr website related to your niche then you will see result on your website

It also helps if you make a local link building. Local backlings help a lot for local SEO. You can check local online business directories or clubs and universitys, which mention companies on their sites which donated to them.
If you now other business people personally, make backlink sharing deals with them.
Also it's helpful to enter your local business in Bing Maps, Apple Maps, Open Street Map etc. At least Google pays attention and reward if you have entries there too.
