Besides making a page and just listing a zillion freaking things on that page, is there an easier way to compile a list of resources? For instance, lets say I want to create a few lists, one for learning SEO, one for PPC, and another for copywriting. Within each of these let's say I want to list about 25 websites. And they probably need to be sub-categorized as well.

If I understand you correctly, you could use javascript and have a nice transitional drop down menu for each category.

what sort of theme are you using, does it not have a mega menu? You can use categories widget also and custom menu widget

The issue is that there will be almost 0 information for each resource, most likely just a URL with a sentence description.

Can't you add a blog category called resources, then make a post for each one. On your menu, add the category name, in the http field put # so it only shows as a dropdown, then just add the resources category and sub categories like that

Yeah, I could add a category for each and add each in a post, but that would result in 100s of tiny spammy pages.

Tricky one this, I suppose you can't write a review for each one as it would be time consuming. The only other thing I can think of is rss feed
