every link you produce is not whitehat ..... so there is no real white hat service.
you will probably find most seo uses an element of manipulation
so there probably isnt a 100% white hat way.
Fiverr is a good marketor place there you can bye lot of SEO things. Besides you can also try Upwork.

These is two types of seo, safe and aggressive one. They are also known as white hat shit and black hat shit. OP check backlinko blog to get ideas about safe one.
If you want whitehat then do it yourself, do the best you can around on-site seo.
Best 'white hat' SEO is to get links off of top notch websites according to google. Basically beg,barter,buy,acquire links off of sites like nytimes,wsj,huffpost,cnn,techcrunch, etc. you should get the idea. Google is always going to reward a person for getting link backs from sites they give super high trust and authority to.
The best way to go with google. And you also find out from the fiver and Up work.

Best white hat strategy is to create amazing content that attracts backlinks on its own.
The trick to white hat links is finding white hat sape links and white hat spam blasts.... maybe a few white hat PBN links mixed in, with some nice white hat fake social shares.
I'm thinking about coming out with a browser add-on in fact, it simply modifies any sentence on screen that contains terms like "backlinks" "PBN" or "GSA" and adds the word "white hat" in front of it so folks can sleep good at night knowing the PBN network they just bought into is "white hat" indeed.
The "every link you produced is not whitehat" is true except to "there is no real white hat service" because you can make someone link to you if you really have great content like an infographic. I'm a lover of infographic that I link the source when I discussed a part of the infographic I found.
Dump money into content. Quality over quantity. I.e., spend 200 bucks on a highly data rich informational piece and infographic instead of 200 dollars on 40 fiverr gigs. If the content is good the links will come naturally, in combination with the content being worthy enough to be ranked by G naturally. Instead of spending money on links, put that toward promotion on social media from real influencers.
Fiverr and seo should never be in the same phrase.
Whitehat seo is about NOT buying links, OP.
Stop looking at backlinks and start looking at what you can improve with the site first.
