What is the best submitter tool

I need something to automate backlinks...It isd for videos so they usually rank fairly easily...read about scrape box adn PR storm but was wondering if someone could recommend which is better

I used Xrumer for 3 months and it really had no effect on my other sites and videos

I need something fairly simple as I am not great with tech stuff
