I have noticed a couple forums out there where certain threads get indexed with away.php? in the url on Google but some don't have that on the very same forum. What exactly does the away.php? represent and would that make a url rank higher, because I noticed that the forum threads that were indexed that way tended to rank better in Google which is why im curious.

Looks like outgoing links like out.php, call it what you want, they'll do the same. User clicks the away.php?to=yoururl, so the clicks can be logged by the webserver, so webmasters can track the behaviour of outgoing links.
vk.com is using it: try this one: https://vk.com/away.php?to=http://google.com ends up at google.com via vk.com so webmaster at vk.com can log outgoing link to google.com

Hmmm, interest, I would if you could index the away.php link on VK.
