What is jdoqocy? I found it many of affiliate programs!

Jdoqocy was a click tracking/data mining company. Looks like They got acquired by Epsilon sometime back and now their homepage redirects to Epsilon's privacy policy.
You can't find that service anymore. Atleast not publicly ig. Epsilon doesn't offer it anymore and the tech is mostly used internally for other Epsilon products.

It's just a click tracking/ smartlink tool that affiliate networks use to keep track of their affilaite's clicks.
If you need something to track your clicks/make dynamic affilaite links, there are several tools like Pretty Links or Thirsty Affilaites. The features jdoqocy provided wasn't for publishers, it was for affilaite program providers.

CJ used to be Commission Junction. It is currently owned by the Publicis Groups (the French advertising conglomerate)
It was acquired by Value Click Inc. which later changed it's name to Conversant. In 2014, Alliance Data bought Conversant and added it to its offering named Epsilon. Finally in 2019, Publicis bought Epsilon. (This is why you see so many names in the Privacy Policy etc.)

Goto - https://www.cj.com/join and join the network. Add your website details etc.
Once inside, you will be able to see a list of campaigns, their payout etc.
Depending on your promotional medium, website, app etc. - you will be given the option to apply with individual offers. The approval or rejection is dependent on them.
Once approved, you will get a link like the above that you can start promoting.
