There are many Good PPV Network in the market but you need to identity whichever network has:

1. genuine human traffic.
2. the network should have targeting features.
3. It should have sufficient traffic for your specific geo
4. A good refund policy

If you wish to use Pop ads PPV, I work with many Pop ads ad maven publish, i know a lot of users don't like PPV since the low rate, I get 4-5$ CPM so it worth it,
