I'd be very surprised if that was the case. People who set up a T account completely innocently for personal reasons could very well put URLs in their tweets, so if Twitter did that they'd be punishing too many people.
The rule of the game is 'low and slow'. You can get away with being a bit more aggressive and sometimes a lot more, but for consistent positive results, I'd perhaps create more accounts and do less with each one, rather than doing much more on fewer accounts.
Don't create footprints and you should be fine.
