I am newbie so what is global site list ?
If you enable global site lists in the options > advanced tab, it will automatically save identified/submitted/verified URLS from all your projects into a master list so they can be reused in other projects. It basically builds a master list of sites that have already been posted to before so the success rate would be higher than if it was just scraping raw URLS from the search engines.
You checked Identified+Submitted+verfied to enable 'global site lists' ?
If I click 'open folder', I see many files here. But You say a master list.It only means 1 file ? Where is it ?
And how to use it again for another projects?
Each of those are their own site lists separated by platform.
Identified = sites it has detected that match an engine and might be able to be posted to
Submitted = URLS that were successfully submitted to
Verified = Links that have already successfully been posted to and verified your link is live on the page
So when you make a project and go into project options you can check off "use URLS from global site lists if enabled" and choose the site list you want to use. It will automatically import and post to those links while it runs.

1/I checked "use URLS from global site lists if enabled" and "verified" (or another checkboxes). Is it right ? And now GSA still search in search engineer to get new target urls ?
2/I also see this button.Can I get someone's global site list and import it here ?
3/Can I also import target urls to post ? when I use "import target urls", GSA does not search in Search engineer now ?
If I choosed "use URLS from global site lists if enabled" and "verified" and Import target urls/From site lists/verified. Is it necessary?
