If I wanted to rank for a question like

"How do I clean a paint brush?" on Google

aside from setting the title of the post to

"How do I clean a paint brush?"

what tips could you recommend in terms of structuring
    the content in a post?

Use Google's keyword tool and type in that phrase. Use the suggestions that it gives you for similar phrasing. "Cleaning a paint brush", "what do I use to clean a paint brush", "Ways to clean a paint brush", "What is the best way to clean paint brushes", etc.

Starting the question out with other interrogative words such as: Why, how, what, when, etc.

Does answering the question with literal words in your post have
    any effect?

Answering the question gives you more relateable content, so yes.

No SEO or content marketer can accurately predict what any future update will look like. Even some Google employees don't understand everything that's happening with the web's most dominant search engine.

It highly depends on what type of site you are on. Say, your website is fairly visible in the search engines due to the high amount of pages and viable backlinks then you should write something that increases your CTR (something like a click bait headline). Whereas, if you want to rank the post on a website that isn't much popular, then you should try to rank for longtail version of the said question.

Make sure your post is at least 1000 words, and LSI keywords are in it.

    Thank you

Try Google Keyword Planner for this purpose and there you will see a lot of options regarding your question.
