I am an uninspired developer who has just come off a few bad projects and looking for a new one, so give me your pain points!! I'm good with developing bots, scrapers, web sites etc
What is an online service you would pay $10-20 a month for?

If you could design websites, there are people who are willing to pay for it. (I just outsource a web development to a fiverr person for $50) and I am assuming it won't take more than an hour or two to fix.

Interesting, where do I find these people though? I try Upwork but always get outbid by Indians who will do it poorly for extremely cheap

Yeah, something like that, but I heard it's pretty hard to make a bot for Snapchat and you would have to update it constantly. There are private bots, but I haven't seen a public one.

A serp tracker, though there's already lots of good ones. Or a back link analysis/checker tool, already lots of great ones but overpriced imo
The issue here is you need lots of server resources ,ips etc to make it work properly so doubt you could do one yourself for much cheaper.

I'd love to see: A minimalist Instagram web app that allows users to log into their profile, find a related profile, and press a button to start following their followers on a set timeframe, and then press another button to start unfollowing people, starting with the oldest followed accounts. Something that's not completely automated, but is nicer than spending time pressing the follow button over and over again manually while sitting on the toilet.

I would like a bot that kills kids who like to pretend they are big time crypto traders, but haven't a clue what they are on about.
I'm OK with people who make money trading crypto, just not the other 99.9999999999% of crypto "traders". Yeah, I'd happily pay $20 a month for something like that.
