A good excuse will be paying Money, and getting a host with support proxy servers?

    ?

just paying them money isn't enough. from my understanding they have to have a good reason to give ICANN for why you need all these IP's

Since when do you need an excuse?

Just off my head: I will configure the VPS to host a different domain on each IP.
    BAM! I won an internet!

That is correct. Although I have never tried creating my own proxy server maybe you could say that you will be buying up a lot of domains soon and you need the extra ips? Im not sure how well that would work with ICANN though as there getting stricter since there is only a limited use of IP's and the list is getting shorter and shorter by the day.

Just tell them you need to setup some SSL certificates for some domains you are transferring to be hosted on that VPS.

You can say you need SSL but if they look into it they might shut you down. Ask as an anonymous user by email or live chat if they allow proxy servers and if they can provide the needed number of IPs for it and what excuse you should use on the ICCAN form. I've met some hosting companies that are very straight forward and help you out with an honest answer.

If doesn't fly, look for hosts that offer VPS with many IPs without requiring ICAN form or do the same question to a bunch of hosts until you find one open to your needs.

the question was other, but its seems that you didnt read what OP has asked :))
if you will lie about the IPs usage in the IP Justification Form and you tell them that you need them for SSL and they will find that you will use the IPs as proxies, they will shut down your server with no refund, so be straight and ask them if they can provide you IPs for proxies purpose, if not go and search for a new provider that can give you IPs ...

Alot of hosting companies dont care. they just aint gonna lie without getting the story straight. be honest with the companies normally, they just want monies.
