What if the expired domain looks exactly like the original site

What can google do with their new rules if the expired domain looks exactly like the original site which existed before, there is no way for them to know its repurposed and eventually penalizing it

what do you guys think about it?

I'm also kinda wondering..how they able to filter which one is repurposed and which one is not .... I mean domain got experied is normal thing
 
Google has a lot of algorithms and tools to find those kind of stuff for example google can find these by Historical data and foot prints, Content quality and relevancy, Link profile analysis, User behavior signals etc..,
 
Google may not immediately detect if an expired domain is repurposed to look like the original site, but there's a risk of penalty if the content or backlinks are low-quality or spammy.
 
It's quite risky to do so as the march update is rolling out hitting all the spam sites.You can publish new contents which engages users in your site and build new quality links
