Does anyone know about public computers like computers that are at school, libraries, cafes, etc? What happens when someone logs off a public computer? Does the computer's IP address fully reset or something? So like if you want to do something to "sockpuppet" some sort of media site like Youtube or something would logging on and off the computer to switch accounts, count as a "unique IP"?

Nope as above, IP stays the same. And in fact probably every computer in the place effectively has same IP because they will all have internal IP and then all use the same public facing IP when you browse Internet (Using NAT).

What is more, a public facility like that probably has a fixed IP so it will not change often at all.
