What happens if Google puts a site ban on your site? Do you just start over with a new host? Do they ever get wise to the fact that you, as an individual, have set up the hosting account?

To my knowledge, bans only affect the banned domain, and is not even permanent if you make changes (removing spam, bad content etc). If your sites are linked together, a ban on one may trigger a manual review of all your sites. This may also be the case if you have shared hosting or use subdomains. But Google has no power over your right to start a new website with new hosting, and cannot ban you as a person.

EDIT: It's probably a good idea to ditch old Webmaster accounts etc, so your new sites aren't on the naughty list straight away.
