I recently sent money to someone, but he didn't deliver what he was supposed to
so upon contacting him, he said his paypal account is limited now, cant refund even
It was a new paypal
Showed me screenshot proving the limitation
now he said that paypal is struck, he cant unlimit that, cause he don't have bank statement


Now my question is, does paypal return money to its sender after some time ? ( amonth maybe ?) if he dont use the account ?
I heard somewhere similar thing happened and paypal returned the sender


Anybody can shed any light upon that ?
 
i think he's bsing you, one of the few things that you can do with a limited paypal account is issuing a refund

on the other hand, open a dispute that you didn't receive what was promised, if the seller didn't deliver, he won't be able to defend his case, the money will be credited back to you after the case is closed

and its virtual service, paypal doesn't cover that in seller protection I guess ?
 
The best option is calling them, their support is actually good and it doesn't matter if you purchase virtual goods just keep in mind you can't buy some things like adult services or currency.
 
I think it would be better to call them and explain them the problem. Only in this case you will know for sure what can you do to get your money back.
 
file a dispute, if seller doesnt do anything, after a certain no of days, you automatically win the dispute.

well, i was limited once with a new unverified account, the only thing i was able to do is issue refund, maybe he withdrew the funds somehow and he doesn't have enough money left on his balance to cover the refund

anyways, you won't get your money back without doing something, just sitting back and waiting for what happens

if he's limited, he'll be able to withdraw the money to his bank account after 180 days even without removing the account limitation, whatever caused it, paypal won't give you this money back automatically
 
What option did you select when making the payment? Was it gift or goods? If it was goods he should be able to refund you even if his account is limited. If he can't, open up a dispute just don't say it was something to do with a virtual transaction. Tell him not to respond to the dispute and you should get the money back. You can also call them as I'm pretty sure they will side with you since your account is probably verified as the other one is new and limited. I don't understand why people still take money into unverified accounts with fake information. 95% of the time the account will get limited. The best way to do it is to open a Canadian account since they don't get limited as much and have a $1,000 sending limit from what I remember.

My account was limited a couple of weeks ago and I can assure that you can refund the money you receive without any problems so he's just lying...

Not trying to defend whoever the seller is but I was limited (or locked or whatever) once in 2009 or 2010 (maybe it's changed since, idk) and was unable to issue refunds or basically do anything with the money, it wouldn't even let me respond to disputes if I recall correctly. Just remember seeing the same page constantly every time I tried to do something, kept asking for last 4 digits of a card I'd left in another country and PayPal help were useless

they said I shouldn't have sent money as personal as I bought an item :(
but investigating officer will look into it :/

well, i guess then it depends on the type of the limitation as i'm 100% sure i would have been able to issue refunds like the other guy said it too above

OP's case seems to be a hard one, if he sent the payment as personal, that's exactly you shouldn't do on paypal just to avoid paying fees and should be a red flag right there, if the seller asks for this kind of payment

another thing he can try, if he sent the payment using a CC which is attached to his paypal and not the paypal balance, then he can try asking his CC issuer bank for a chargeback

hoping for the best, but this doesn't look good for OP unfortunately
