They are a huge network of cheap pbn's.
Which are not necessarily private.
I mean those cheap pbn links which are suited for tier 2 for parasites.
These are mostly sold widely and people even use them on money sites & then complain why it didn't rank their website.
Imagine $100 for 100 such links.

DR Doesn't Matter
 
I suggest that you focus less on DR rating and more on the quality of the backlinks and niche-specificity.

Many people think that building PBNs is just a numbers game.

The higher your average DR, the higher the quality of your network.

Not necessarily so.

If most domains in your network have been historically tied to a certain niche and you try to link to a completely unrelated niche, SEO might not be as solid as you would have hoped.
