When I checked, tier one are the first layer of links pointing directly to your money site. But do they only consist of web 2.0 like squidoo? And when I post on squidoo do I post 1 article then blast as much links as I can to that article? How many tier 1's do I need to start seeing improvements on my site.

I can't seem to find my competitors backlinks. Can't figure out how they are ranking top 3.

Tier 1 means exactly what you said it means. These are links that link directly to your website. Also remember. It's not about the quantity, but the QUALITY.
And be patient with your SEO. It eventually pays off.

You'll want to ensure the tier 1 are all do follow, so Squidoo wouldn't be a wise choice. You can add quality no-follow links to your money site to balance the do\no follow ratio out later.
