What does "Sorry, please choose a different phone number." mean

I tried to verify my instagram account with my phone but once I enter the number, instagram just says "Sorry, please choose a different phone number.".

What could that mean?

Is my number banned?
Do they have temp problems to send to that number and it will work later on?
Is my account flagged?
Or is there something else?

You used that number for more than 4 accs. Your number is blocked.

I've used mine for 40 accounts, never had a issue.

What's wrong with trying a new number? We can't help you solve this problem if you haven't tried doing that..
