In American slang it means no moneyless losers.

In relation to CPA it means that if they/you track a conversion the network won't take it away from you later.

Is scrubbing the same thing as shaving?

Yea basically. Honestly though I would be super dubious about any network that said they didn't shave (because lets face it, sometimes they literally don't have a choice cos of advertisers)

Well the general answer you'll get from the network is that the leads didn't actually convert for the advertiser for various reasons. Sometimes that's true (scrubbing). sometimes it isn't (shaving). Most networks do it to one degree or another.

Advertisers will scrub leads if the lead is not what they are looking for as well.

For example: Say you have an insurance offer and person filling out the info is not within a certain age group, or they
are not from a certain area in the country, or their car is too old, etc etc... then every time a person fills out your offer that
doesn't meet the advertisers criteria, they will scrub the lead because it's useless to them.

Most advertisers and networks will tell you what info is required from people in order for the lead to convert. But a lot of
networks won't tell you unless you ask and even a lot of advertisers will not even tell the network so nobody will really know
    but them.

    No.

Scrubbing is advertiser based. Shaving is network based.

Scrubbing is the advertiser getting rid of bad/duplicate leads.
Shaving is the network wanting to take some of your money.
