WHat do you think of Google's Manual action

I had a message in this section, saying that I had a manual penalty against my site. At the height of my link building I had around 13,000 links in there and now its down to about 2,000.
I submitted a reconsideration request and they still say I have unnatural links. I am going to use the disavow links tool again and try to get number down even further and see I can get the manual penalty removed.
The funny thing about this is that I could also have an algorithmic penalty at the very same time as a manual penalty. This should be interesting.
