What do you consider a "quality" backlink?

    First let me say I'm a newbie and trying to learn, I hope these aren't ridiculous questions. If you think they are, I'm sorry.

    I've read that backlinks should be relevant, and high PR. But does it need to have anchor text to be quality? Are profile links quality? Social Bookmarks? If I have a site, let's say Boil Water Info, and I belong to a forum about fear of water that has a high PR and every time I make a post I get a backlink without anchor text is that quality? Are blog comments quality? Or is this all just a matter of opinion?

    Also, how important are backlinks to the pages on your site? Let's say my site has 900 backlinks to the main URL, is optimized for "boil water" and has good SERP. One of the pages (articles) is Does salt boil water faster? If some schmo comes along with a one page site with that same title and someone searches Does salt boil water faster will he outrank me because the page itself didn't have backlinks?
