What determines if a site outranks Google Places?

For some searches I see like the first 5 results are Google places.

For other searches, I'll see 2 or 3 results and then Google places.

What determines if regular websites beat out Google places or appear under them instead?
 
I think it's just enough links to outrank it. I'll assume being listed in Google places gives a listing a bit of juice, but can still be outranked.

What's weird is I just did a site for a friend's business, added to google places. It's in google places but not listed at the top. But it's now on the first page but doesn't have a letter beside it.
 
This is a great question, I'd like to get a better understanding of why some sites are ranked above the 'Google Places' section.
 
just backlinks, i went from #3 to #6 last week (behind local listing) when my competitor got a lot of fresh backlinks, huge income drop...
 
I think its pure backlinks from ip's. Meaning 5000 links form the ame ip dont count but 1 link each from 5,000 different ips does.

The more inbound links you have the greater the chance you will hop the google maps listings.
