What are whitehat pages supposed to look like?

Let's say I have an offer for a free iphone that only takes an e-mail/zip (not possible I know but roll with me). The blackhat page is something that says it looks for jobs in your local area and you need to enter your zip to start your search (the form actually is the cropped cpa offer). Now what should the whitehat page be? A review about iphones with a direct link to the offer? What is normally accepted by networks?

On another note should I only use offers related to the page the user sees (for example instead of an iphone zip/email submit use one for a job at google or making money at home) I would think it doesn't matter as the user doesn't see anything past the zip/email submit anyway right?

lol, love this title, whitehat? what is whitehat? haha

just ask the Affiliate manager where offer is on. Each network usually has different policies.
