You should first build your profile , then buy Jr VIP and launch a BST. Make sure you are offering a unique service so that you get good amount of sales.

Your $30 is to open a BST < sales thread >.
Otherwise you can reply to WTB and HAF threads to offer a service, without the need for a sales thread. Selling or advertising anywhere else will incur a warning for selling outside the marketplace.

It's not in the conditions just for looks.
You pay the $30 sale's thread fee once your service has been approved. This is exclusive to the Jr. VIP membership fee.

Has Jr.VIP price been raised yet? I read somewhere it is increasing Q3 2019 but that link still says $97
