What are the Black Hat Tactics for Getting Traffic to Forum sites?
Be more specific? Are you trying to build just a flat out forum? ie dogforum.com? Or do you have a site and want to add a forum?
The simplest way is to have a quality site that generates traffic, then you add forum.
Starting from scratch is more difficult. If you find the right niche it's a little easier, but if there is competition, why are people going to come to your site over one with thousands of members and a lot of activity?
A few things I would consider.
*Advertising. If it's a forum, there may be some cheaper keywords that people don't bid on.
* Hire someone to create accounts, post questions, answers, etc. No one is going to join a dead forum.
* Join similar forums in your niche. Start being a regular there. Once you build a rep find a way to funnel traffic there.

I will firstly post a lot of useful topics in the blog then add related content into the forum.
and i will do what you wrote above in the future.
I'd start several Twitter accounts and blast @ messages to influential people in my niche.
Of course, the forum posts I'm sending @ messages about will mention these influential people.
It's all about tricking them to retweeting your stuff or, better yet, mentioning your URL on blog posts.
If you want fake traffic i made a autosurf exchange bot. I added 40 247AutoHits accounts and now get 60 views/minute from a vps.
Social media. Lots of relevant looking accounts, follow/unfollow.
hypothetically: ddos every other site and forum that operates in your niche then force an index on the server error code, once you are the number one in your niche then xrumer blast all other forums with some kind of msg that it was you with your forum url.
1m views a day within 3 days.
The best blackhat method for forums is xrummer. They call it spamming in other places
