Use a backlink checker tool (Sistrix for example.) These tools typically provide information on the number of backlinks, the source of the links, and whether they have been indexed or not. But my experience was, that you need to pay a good amount of money before you can initiate check..

Yes, indexing service or tools can index your pages which are not indexed by google naturally after waiting too long. There are active link indexing services in marketplace which offers trial just try them before making purchase because most of the indexing services or tools aren't working efficiently they just eat your money so be careful before making purchase decision.

like if we have backlinks of web2.0 to money site, trying indexing web2.0 link will penalize web2.0 site or money site
