The licensing you choose is related more to how others can use the particular video. My guess is .gov is ccby by default so it really doesn't matter anyone can use it anyways. and a clearer explanation from google them selves

Please understand that you may only mark your uploaded video with a Creative Commons license if it consists entirely of content licensable by you under the CC BY license. Some examples of such licensable content are:

    • Your originally created content
    • Other videos marked with a CC BY license
    • Videos in the public domain

I don't think you can go wrong with the youtube standard seeing how you didn't create the content anyways but you can always check the license of the video you grabbed in the description

Not sure what is distorted here
I cant spoon feed you information seeing how you don't even provide a link to the videos in question

Its pretty clear if its is currently cc keep it cc

if its copy written, not created by you or not currently marked cc you have no right to make it cc so your only choice would be youtube standard

No copyright. No attribution needed. Nothing. It is basically public domain. Choose any license. If you edit and add watermark, commentary, effects etc., choose standard license or another person will steal your derivative work.

In my day, companies copied books by the government and sold them. For example, the private pilot handbook or military manuals.

"A government work is generally not subject to copyright in the United States and there is generally no copyright restriction on reproduction, derivative works, distribution, performance, or display of a government work."
    https://www.usa.gov/government-works
    https://en.wikipedia.org/wiki/Copyright_status_of_work_by_the_U.S._government

Examples of government videos I see on YT with good views: military jets (SR-71, B-1) and nuclear explosions etc.
