I've been seeing them a while on the networks,
but actually did not have any idea what they are all about.
Can someone shed a light on "exclusive" cpa offers?

The offer is exclusive to that network, as in it will not be available on others.

EXCLUSIVES means the advertiser does not share the same offer with other or most of the networks... Meaning the offfer is available exclusive only to certain network(s).
