What actually would the Gov't Consider Business Expenses?

    I am planning on hiring a person from freelancer to do some work.

    For example: I work for someone, I am going to hire a freelancer to help me with some work. Lets say the whole project is $100 and I pay the freelancer $33 for the work performed. Can I claim the $33 I used to pay the freelancer for his/her help as a business expense?
