what about FB paid Ad +CPA ??

-I was wondering what about FB paid Ad with CPA offers ?

-i heard before that facebook maybe penalize me if i made paid Ad and to my landing pages which have download button which
lead to the CPA offer ! is that true ? if it true how to avoid that ?
