I'm noticing a lot of websites ranking for search terms that they haven't set the title and description for, where as websites with correct title and description aren't. ranking.
Do you think that google are ignoring title and description now, or even actively penalising against them?

Most of these sites ranking for random keywords are authority domains. To rank a small sites you need to optimize it for targeted keywords.

No, Google still is checking title + description (however it has small impact on the rankings).

At this moment Google is analyzing the content of a page to decided what is it about...

Never seen this before. Please show an example.

Title tag is still one of the key on-page ranking factors. Meta description has never been a ranking factor in Google, but is important for getting a good CTR (and user engagement is a ranking factor). So, both are still very important.

The title has a huge impact on rankings, the description has none (really zero) but is important as a call to action/info for potential visitors, influencing the CTR in the SERPs. Google doesn't ignore title or description in any way, but if there is no title or description, or a bad/spammy one (keyword1, keyword2, keyword3, keyword 4) they rewrite them or create their own. Doesn't mean skipping title and description is recommended.

Exactly, I can't understand why people continue posting such a bullshit. Links are dead, seo is dead...

The websites without exact titles & met. description you have seen on some searches are part of Google Hummingbird which IMO works terrible.

The meta description tag won’t help you rank, but it will often appear as the text snippet below your listing, so it should include the relevant keyword(s) and be written so as to encourage searchers to click on your listing.
And it is extremely important in gaining user click-through from search engine result pages (SERPs).

I think it's not possible to rank the KW's without title and description. If your site so good and already ranking in top pages of Google means you can do that. So, make some good description and title for the better ranking improvements.
