Ok so say im building a website that targets many different languages.

Would it be best for SEO purposes to do domain.com/en etc for different languages or would it be better to buy local domains and redirect different languages to different local domains?

I can't talk from SEO point of view, but from visitor point of view, keep everything on one site and let them change language. Many content websites provide option to change language and the domain remains .com. If your language is different, then you won't have to worry about duplicate content, and if your visitor analytics are good on one domain then it's authority can increase.

It makes no difference whether you use /en for english, or a subdomain or an entire new page. Google is smart enough to pick up what you're doing if done right. Give users the option to choose a language, say they click English, just add a "********" tag to the link pointing to the /en extension and you're good to go, Google will "follow" the "English" and land on an English page, BOOM!

I would say domain.com/en is the best choice for SEO.

Take a look about hreflang tag to solve the duplication problem:)

    You will get the answer.

From SEO view, I suggest you should use below domain structure.
    http://www.domain.com/en/
    http://www.domain.com/fr/
    http://www.domain.com/de/
ALL links juice will pass to www.domain.com only

However, if you use different domain, the links juice will pass to different domain.
Therefore, i suggest you should use one domain instead of different domain.
