I've had an interesting idea for a website for awhile, and I already own the domain name. For half a year I planned on getting it up and running, but since I work full time I really don't have the time. What's a good place to go to, if not this forum, to find someone to share the idea with and become "partners"? If this is the wrong place to post this, I apologize.

you can try in sub forum joint ventures,
find member that meet your requirements, such skill, member status, reputation, portofolio, etc..as you need.
but also don't forget to inform the moderator, just in case if there is any dispute or something goes wrong with your partner, there will be a someone who helps to mediate your disputes.
