For a website with good content, good on-page SEO which will not trigger Panda but some Blog Network and web 2.0 backlinks.

Is installing analytics and webmaster tools a danger?

What are your thoughts and why?

I don't believe for a second that WMT/Analytics is linked with penalties. Seems like textbook over reaction to anti web spam propaganda.

I think the biggest issue is that Google knows ALL the sites you own/manage when you use WMT and/or Analytics. The concern most people have is if Google catches one of your sites using BH tactics, they may take a closer look at the backlink profiles of all the other domains in your account.

Also, some people feel that Google uses the bounce rates and visitor time-on-site information from your Analtytics account to determine how relevant your website is in the search results.

Of course, theses are all theories that people have and I personally haven't seen any case studies which prove they are true or not true. I personally use WMT, but I don't use Analytics because Piwik is better in my opinion.

If a webmaster account contained 10 spammy websites and a new site is added, i can definitely see Google treating the new site more critically and possibly with lower value by association with a low quality account.

The only way to really test this is to make 5+ super low quality sites and make them get hit by penalties, wait a few months then introduce a new fresh site pure whitehat and see if it acts normally within Google serps.
