As far as the budget goes it depends on what the task entails, i have always found my best web designers and programmers for eastern Europe, you can find some of the free lancer sites you may find some good talent for your budget, India is cheap but personally i have never had goo luck there. As far as UK the price might be a little steep. I would try other sources first

Get your head around wordpress and you can do it between you. Then invest some of the money on SEO I would now pay 3k especially if their portfolio looks crap ...
