I have a very niche specific Encyclopedia (for lack of a better term) that runs as a desktop program that has interlinking within the program, references, minimal photos and diagrams that I would LOVE to have converted into a website.

I paid a lot for the program/manual and since all of the information is general study knowledge there is no real copyright issue because white papers can be referenced, yet very niche specific, I think it would make a block buster website.

Since I don't have experience in a ground up web-build, how difficult or costly do you think doing something like that would be?

If the desktop app is just reading and displaying information from a database then it should be pretty easy to build. It's just a matter of making a site to read the info from the db and render it as html.
