Everybody knows how much time and effort is required to build a legit and high quality web 2.0, so it is very important to choose the right niche and Web 2.0 subdomain. If my money site is talking about smartphone for example, do my web 2.0 blogs need to be focused on smartphones only or can i build my blogs in in general hi-tech /tecnology niche? IMO in terms of time consuming is better to build a general related niche blogs 2.0 so you can use it on multiple money sites.. What do you think guys? Am i right? Thanks
You can make a general niche web 2.0 network. After you earn some income you can focus on building niche specific networks.
Making your blogs more general will cost you more $$ to market them. Making them niche-specific cuts your costs. If too general, they won't be on topic enough to boost the money site.
I do not want to be my web 2.0 too much specific because i prefer to use it for long terms and for different money sites..but i'm a little bit scared about putting so much effort and time for no pratical benefits if i'm doing wrong with the niche...
Think about Reddit. It's a site about everything, or a site with each section devoted to something. So you get a link on Reddit and everyone votes. That link is worth shit, nothing for SEO. It only helps with the social signals it sends via the user trackers in Chrome, but that only has a temporary effect. Now think about a specific site about cameras. You sell cameras. If you get a link from that site, it's a very very powerful signal. So you do this with your PBN. If you make a PBN about anything, then your link power is diluted. If you make it specific it'll have power.

It's better to choose micro niches as competing in general niches will be really hard considering the amount of authority websites on them already and the amount of keywords you would need to target. It's better to build plenty of micro niche websites and target a keyword for each of them.
It is always good to get niche specific links. But make sure you don't over do it. First of all check the other backlinks of your website. If you do not have many niche targeted backlinks, then configure your web 2.0 to be ultra niche targeted (smart phones in your case). Once you get a handful of them, start diversifying. Go for broad tech niche after that. The idea is to mix the things up so they look natural. Also make sure that you link other sites related to the niche in your web 2.0. One last thing to mention: Diversify your anchor text too while linking your money sites.
