If open a webs.com, website and there add link to my content. Will that link add value to my site since it's PA is only 1?

Any web 2.0 strategies to follow?

Build your web2.0 up like you would any other site.
Give it 2-3 pieces of content to every 1 piece with a link, and link those pages to your outbound link content(even give a silo effect to the links).
Put up an about me page, a contact me page, pictures, videos, and all that junk.
Now build some links to your content, the stuff without the outbound link, build some to your homepage.
Gives you a strong little link, now build up 20-30 of them.

I think you still need to build backlinks to your web 2.0 to build more link juice to your site

Add a decent amount of quality content, On-page, Off-page SEO, connect with different social media platforms, and make your website useful to your target audience. PA will increase eventually, just make your site and SEO the proper way.

How should I register web 2.0.

With my own IP computer or should I change it?

Should I use different emails for each pbn?

Each website should be on a different Subnet IP address. If an IP address is represented as AAA.BBB.CCC.DDD, then the CCC and DDD should be unique for each of the websites in the network. Many web-hosts only get a small range of IP addresses that they can provide to a client. While the IP address might be different, you may get the same “AAA.BBB.CCC” – in this case, only hose one or two domains with this web-host.
