I have been looking at some of the posts especially in the freelance section and it appears that some of the members are not getting the service they paid for and the threads are starting to get threatening.

Would it not be a good idea to take a bond upfront from people who want to offer their services, l am sure it would get rid of the time wasters and crooks and just leave us with only quality members who service we can rely on.

not a bad idea. I'd suggest an itrader system too maybe?
 
Even if we moderated that section of the forum, we cannot guarantee that you won't get ripped off. They may provide great service to a MOD, just to get approved, and then rip off every single person after that once the thread is live.. ya know? You just have to take your chances when buying/selling online, that's the name of the game. Besides, we're backed up in the BST as is. Moderating every new thread trying to go live in the Freelance sections, and testing out each and every one of their services before it goes live, would be incredibly time-consuming.

However, I agree that reinstalling iTrader is a good idea, and it's something we're working on. I'm hoping we can have some kind of system setup so that if a person has a negative itrader feedback status, then they won't be able to post on the forum or PM until they fix the situation with the party that left them negative feedback. Not sure if we'll be able to get a system like that in place, so your best bet to get a MOD/ADMIN to notice the thread and take action would be to use the Report button (the red ! button) and write a note for all MODs/ADMINs to see in your report. That note gets emailed to all MODs/ADMINs.
