we want to create our own residential proxy server like oxylabs.io or decodo. Who can help us?

We want to setup our own infrastructure... and look for an expert to support us with the setup.

It would require some reach, you'd need to setup servers on residential lines in the countries you wish to provide services from, that may require renting some space where you'd have access to install a server and have a phone/fiber line.

Is that possible for you?
