Hi, I have been scammed by the merchant after he failed to deliver the services as promised. He insisted on using "personal" for the payment to save the money on fees. I was wrong to listen to this guy. Here's the message I got from Paypal after I am unable to dispute the payment I sent to the merchant: _____________________________________________ Resolution Center We're sorry, but this transaction cannot be disputed because it is not a purchase of goods or services.
