    Hi,

I have been scammed by the merchant after he failed to deliver the services as promised. He insisted on using "personal" for the payment to save the money on fees. I was wrong to listen to this guy.

Here's the message I got from Paypal after I am unable to dispute the payment I sent to the merchant:
    _____________________________________________
    Resolution Center

We're sorry, but this transaction cannot be disputed because it is not a purchase of goods or services. Please contact the recipient directly.

Have a problem with a transaction? We encourage you to contact the seller directly by opening a dispute in the Resolution Center within 45 calendar days of payment.

    Reasons for opening a dispute:

    • You paid for your item, but you haven't received it.
    • You received an item that is significantly different from the seller's description.
Most disputes can be resolved through direct communication. If you're unable to resolve the problem, we can help. You can ask us to investigate the transaction by escalating the dispute to a PayPal claim.
    _____________________________________________

    My advice:
DO NOT USE PERSONAL OPTION FOR PAYING FOR GOODS OR SERVICES.

no surprise, you wanted to fool their system (because of the merchant) i guess for low $$ and now they don't want to help, they can't help you
just use the different payment options what they're for and you'll be fine or at least you can make a dispute...
a lot of service provider like to get the payment as a personal one for 2 reasons:
    1. they'll get the full amount
    2. you can't really make a dispute (as you can see it by now), so they feel safe whatever they do

you can always say the providers you pay the fees of the transaction (so you pay a little more) and purchase it as goods, services and if they don't agree that, then something is shady there so time to move on and find another provider!

It would never occur to me, as a provider, to ask someone to use the personal payment option. It's not a personal payment - it's a business transaction and the fees are part of doing business.

you should only use the personal option if you really know the person but if you got scammed just call your bank and file a dispute you should still get it back

    RED FLAG!

Usually they ask to be paid by "Cash Advance" when I deal with crooks. Same thing.

ON THE OTHER HAND, this is a way cool solution for a merchant seeking to protect himself from scammy BUYERS who frequently reverse transactions after getting the goods (DP, hello?). Also might be helpful to use the personal option when quietly swapping e-currencies (you first receive the PP cash, then and only then give the buyer your LR or other non reversible funds).
