    Hello
I am looking for a professionalize visual basic programmer to make twitter automation software that could do the following.

Ability to assign proxies for each project, delete, add, rotate, import/export, and proxy check.
Assign certain numbers of accounts to specific proxy.
Ability to spyntax tweets then post, reply, retweet send private messages on any given time settings.
Post by web browser not api.
Multi threading at least 20 max.
Scrape twitter users followers/following by the amount of followers they have.
Scrape twitter users by url, bios, description, and the amount of tweets they have.
Follow twitter users by recent tweet, bio, country, following etc.
Must have the ability to secure the software with encryption and only allow 1 user that is me :) and the developers.
    And so on.

Some requirements though. My requirement is that they must have a freelancer.hk account and good record. I will be paying them there.
Must have 3years of online marketing experience or knowledge of blackhat or whitehat.
Must be available communicate during Pacific time like in California or something.

And that is it. And oh I forgot my budget starts with $100 and may exceed more.

Yeah I know but I forgot to mention it's $100 per project like assigning proxies to a browser window and that is one project. But I have a feeling my request is too impossible for low budget. Will see who's interested first. Right now I have 2 unknown bids in freelancer. Will see how it goes.
Any recommendation to get it outsource for low budget?
